COMPETITION RULES

 

 

GENERAL RULES 2007/7

 

 

1.        All competitors must be 26 years of age or under (or the appropriate age according to the rules of the competition) on 1st September 2007. Competitors must be active YFC members and will be required to produce their current plastic membership card at the start of the competition. Failure to produce a card will result in a penalty charge of £5.00 and the YFC member will not be allowed to compete.

 

 

2.        Competitors will be disqualified if they contact the public by speech or sign while a competition is in progress or talk with each other in the stock judging rings. Chief Stewards will be required to warn competitors and then report the incident to the elected Complaints Panel for decision.

 

 

3.        Mobile phones will be confiscated during all competitions.

 

 

4.        Written notification of intention to lodge a complaint to dispute a result must be received by the Competitions Committee Chairman within one hour of the completion of a contest or immediately after the announcement of the competition results. It should be accompanied by a deposit of £10 which will be refunded if the complaint is substantiated. Complaints will only be accepted from members of membership age or Club Chairmen. A panel of three will deal with all official complaints and where possible problems will be dealt with on the day to find a satisfactory result. If not, the Chairman will discuss the complaint at the next County Committee meeting.

 

 

5.        On no account should members approach Judges voicing their complaint or indeed writing to outside organisations, prior to the complaint being raised and discussed at a County committee meeting.

 

 

6.        Unacceptable behaviour by competitors or supporters, which adversely affects other competitors, will be penalised.

 

 

7.        Removal of exhibits before the allowed time, will result in the offending competitors marks being withdrawn.

 

 

8.        Any infringement of the rules will result in a competitor/team being placed ten points below the lowest placed competitor in that competition, unless specified differently in the rules of that specific competition.

 

 

9.        The decision of the Judge(s) shall be final within the framework of the rules and any harassment of the Judge(s) may lead to disqualification. Abusive behaviour towards Judges and Stewards will, in continual and extreme cases, lead to disqualification.

 

 

10.Competitors will be awarded at least one mark in each competitions with the  exception of Rule 8.

 

 

11.  Members are advised not to use expensive items in any displays. Gwent                        Federation will not be held responsible for any items left on display.

 

 

12.   The results of competitions will be used to determine Wales YFC and National competitions/team selection. Members MUST compete in the County Eliminator of a County Competition if they wish to be considered for the team to represent Gwent YFC in an out–of-County Competition or a Wales or National Final. THE COMPETITIONS COMMITTEE WILL STRICTLY ADHERE TO THIS RULING.

 

 

13.  Where necessary, a draw for the order of appearance in competitions will be conducted by County Officers or Staff prior to the event.

 

 

14.  Gwent Federation reserves the right to amend or cancel any of the rules of the competitions.

 

 

15.  Individuals cannot be called upon to judge the same competition in consecutive years.

 

 

16.  Should a member require assistance to compete in a County competition due to disability (learning/physical), every effort shall be made to ensure inclusion of the individual with dignity, respect and confidentiality. County requests prior knowledge of any assistance required in order to maximise the benefit to the individual.

 

 

17.  Insurance cover provided by The National YFC Insurance Scheme will apply to all Clubs and members participating in competitions PROVIDED that the competitor holds an up to date Photo ID Membership Card.  Each club has been supplied with full details, and further information is readily available from the YFC Insurance Department, NFU Mutual Insurance Society Limited Tel: 0191 212 570.

 

 

18.   All Competitions carried out at Gwent County level must comply with Health and Safety legislation and meet the relevant safety standards.

 

 

19.   Entry forms are to reach County Office by 15th of the month prior to the month that the Competition is being held. FAILURE TO DO SO MAY RESULT IN THE TEAM/MEMBER BEING UNABLE TO COMPETE.

 

 

THE RULING ON REPRESENTATION OF MORE THAN ONE CLUBCOUNTY IN A CALENDAR YEAROR EVENT IS AS FOLLOWS:-

 

'That where a member represents a County Federation in a National Event (including Area Eliminators), they may not represent a different County Federation in any other event in that same calendar year.  This applies also when they represent a Club on behalf of a County in a National event or Area eliminator’.

 

 

‘However, a person who resigns from a Club and takes up membership of another, may represent that new Club or its County Federation as from the date of joining, except that they may not represent more than one Club or County Federation in successive rounds of the same competition which leads to a National Final'.

 


 

 

 

COUNTY SPORTS DAY - Sunday 16th March 2008

4.            ELIGIBILITY: Clubs may enter as many teams as they wish but all competitors must be             full members of a Club affiliated to the NFYFC.

 

 

            Competitors will be required to show their Membership Cards.  Failure to produce a card will result in a £5.00 penalty charge. Any member who is not a current paid up member of the Federation and who cannot produce a membership card at the start of the competition will not be allowed to compete.

 

 

5.            HEALTH AND SAFETY – All Competitions carried out at County level must comply with  Health and Safety legislation and meet the relevant safety standards. 

 

 

6.            SUBSTITUTION - If more than half of the original team are unable to go forward to          represent the County at the next level, then the next highest placed team will  represent the County.

 

 

            All substitutes must have been eligible to compete in the County Final.

 

 

7.            PROCEDURE

 

LADIES NETBALL (18 years or over)

 

a)                  All matches will be played under the Rules laid down by the All England Netball Association.        

 

b)                  A full sized court will be used.

 

c)                  Games will consist of two halves of 7 minutes each way with 1 minute allowed for half time.  The tournament will be played in two leagues – A and B.  The winner in A will play the runner-up in B, and vice-versa.

 

 

League points will be awarded as follows:-

d)                  Semi-Final and Final – in the event of the scores being drawn at full-time in either the Semi-Final or Final, a further four minutes each way will be played.  If, at the end of extra time, the scores are still drawn, the captains will toss for centre pass and the first team to score a goal will be declared the winner.

 

e)                  Dress – all members of the team to wear matching dress and bibs indicating playing position.  Team colours to be stated on the entry form.  A set of spare bibs must also be available of different colours, which is to be supplied by the team.

 

f)                    Replacements – replacements may be made in the case of injury at any time during a game.  A player who is taken off injured and replaced may take no further part in that game, but may play in a subsequent game.  Tactical substitution may only be made at full or half time.

 

g)                  A player sent off for a rule infringement, may take no further part in the tournament.

 

h)                  Please note that no jewellery of any description or long nails is allowed.

 

 

 

MENS FIVE-A-SIDE FOOTBALL (Age 18 years or over)

 

a)                  Clubs shall enter a squad of seven players, from whom five members will be         chosen to form the team for each match.

 

b)                  Matches shall be played as for Association Football except :

 

·         No offside rule.

 

·         Duration of play – 5 minutes each way.

 

·         The ball may NOT be played above head height. However if the ball deflects up off a goalkeeper making a save, play will continue.

 

·         Back passes to the goalkeeper are allowed. However after receiving the ball from the goalkeeper you CANNOT pass it straight back.

 

·         No one is allowed in the penalty area except the respective goalkeepers.The goalkeeper is NOT allowed out of his/her penalty area The goalkeeper from within his area may only roll the ball out under-arm.

 

·         Sliding tackles are NOT allowed.

 

·         The opposition must be a minimum of 2 metres from any free kick.

 

·         No player may play for more than one side.

 

·         A goal cannot be scored direct from the kick-off, without touching another player first. Kick-offs may go either forwards or backwards.

 

·         Two substitutes are allowed, but may only be used at half time or to replace a badly injured player. The goalkeeper may only be swapped or substituted at half time, except in the case of an injury.

 

·         The Referee will operate a ‘2 minute Sin Bin’ for misconduct. If a player receives two ‘Sin Bins’ in one game, the player will take no further part in that game and will also receive an automatic one match suspension.

 

·         A team must have a minimum of 4 players on the pitch, or a 3-0 walkover will be recorded.

 

·          Penalty will be awarded if a player enters his own penalty area, a goalkeeper goes out of his own penalty area. The Penalty taker may only take ONE STEP

 

·         Free Kick Offences : As for Association Football except :When the ball is played out above head height an indirect free kick will be awarded. If the goalkeeper kicks or throws (over-arm) out of the area. An Indirect free kick 2m from the Penalty area will be awarded. Sliding Tackles will be penalised by a direct free kick. A ball being passed straight back to the goalkeeper, after the goalkeeper has rolled it out will be penalised by an indirect free kick 2m from the Penalty area.

 

c)         Points : 3 points for a win 2 points for a score draw 1 point for a no score draw.

 

d)         QUARTER FINALS-   5 minutes each way. In event of a draw after this period of  time, the match will progress straight to penalties. Each team must take 5   penalties (the five players on the field at the end of the game). If the teams are still      level after five penalties each, sudden death will ensue.

 

e)         SEMI FINALS - 5 minutes each way. If at the end of full time, the teams are level,             a period of 2 minutes each way extra time will be played. In event of a draw after         this period of extra time, the match will progress to penalties. Each team must take        5 penalties (the five players on the field at the end of the game). If the teams are     still level after five penalties each, sudden death will ensue.

 

f)          THE FINAL - 7 minutes each way. If at the end of full time, the teams are level, a  period of 2 minutes each way extra time will be played. In event of a draw after  this period of extra time, the match will progress to penalties. Each team must take     5 penalties (the five players on the field at the end of the game). If the teams are        still level after five penalties each, sudden death will ensue.

 

 

 

JUNIOR MIXED DODGEBALL (Age 18 years or under)

 

 

a)                  Clubs shall enter a squad of 8 (4 male, 4 female), all of whom must be 18 years of age or under on 1 September 2007 and full members of a Club affiliated to NFYFC, may be nominated, from whom 6 shall be chosen to form the team for each game.

 

b)                 The teams will be drawn into two leagues.  The highest scoring team from each league will play the second team from the other league (Semi-final) to determine the two teams for the Final game.  The two losers in the Semi-Finals may play off for 3rd and 4th place if desired.

 

c)                  In the event of two or more teams being equal on points at the end of each league, the team with the best player difference shall take precedence.  If the player difference is equal, then a one minute match will be played.

 

d)                 The Court & Equipment: Senior Courts are 24ft wide x 42ft(min)-60ft(max) long with a 2ft dead zone at the centre across the width. No player is allowed to step in the dead zone.It is recommended that shoes appropriate for indoor court play are worn. Appropriate sports clothing should be worn. No belts and no zips are allowed on players’ clothing, No jewellery of any kind is allowed on the court.

 

e)                  Match Play - Each game has a time of 2 minutes. Each overtime period has a limit of 1 minute.

 

f)                    Start of Play -Each team takes opposite courts prior to the start of the game. The designated home team chooses which side of the court to begin play on.

 

g)                  Only 3 players from each team will run to collect the balls, once possession is attained the player has to pass the ball to the back line before an attempt can be made.No player can step into the dead zone during the match, if they do they are called out, and must retire to the player return area in order put out.

 

h)                  Play- A match consists of 5 or 7 games.Generally play is continuous as each team makes attempts at throwing the other team’s players out, until all players on one team are out or time expires.No player may leave the boundaries of the court to avoid being struck by an attempt. If a player does leave the boundaries of the court the official will call them ‘Out’. Players may only leave the court to collect ‘dead’ balls, after a match official has given permission; players must return to the court at the backcourt. Players recovering ‘dead’ balls from off the court are not in play and must return to play before any attempts on them are valid.  Players must return to the court before they make an attempt. Players recovering balls must return to the court immediately they have possession of the recovered ball or the officials can call them ‘Out’. Any deliberate delay in recovering a ‘dead’ ball will be considered unsportsmanlike conduct and the player will be called ‘Out’. During play, stepping on the boundary line is considered leaving the court.

 

i)                    A player is called out when:

 

·         Struck by an attempt before the ball strikes the ground.

 

·         A player from the opposing team catches their attempt cleanly.

 

·         A player violates any rule i.e. taunting

 

 

j)        The Referees/Officials decision is final. Disputing with the Official may lead to the game being forfeited or players being banned from game/match.

 

k)      Possession Changes

 

·         Possession changes after an attempt is retrieved.

 

·         If the leading team controls the balls – i.e. the team with more players on court have the majority of the balls located on their side of the court – they must make an effort to get at least one ball across the dead zone and into the opponent’s backcourt. If this is not done, a 5-second violation can be called; the official calls for the ball to be bounced or rolled into the back of the opposite court and play continues. If both teams have an equal number of players on court, the team with the majority of the balls in their possession will be regarded as the leading team, re. ball possession.

 

·         When a dead ball is declared due to an illegal attempt or team interference, the possession is taken by the official from the offending team and given to the other team by bouncing the ball into their court.

 

l)        Ending a game - A game is ended when:

 

·         All players on one team are out.

 

·         Time expires

 

·         A forfeit occurs

 

·         At the moment of the official’s signal, to indicate the end of a game, all play is ended and all balls are ‘dead’

 

·         The winner of the game is the team with the most players left at the end.

 

m)   Ending a match - A match is ended when:

 

· One team wins the majority of games within the match.

 

· One team voluntarily or involuntarily forfeits the match.

 

· The winner of the match is the team that wins the majority of games in a match. In league play, matches and games within a match can be drawn. In knockout tournament play, a drawn game is decided by Overtime.

 

n)     Illegal attempts

 

·         Any deliberate head shot is an illegal attempt.

 

·         Kicking the ball at the opposing team or at a match official constitutes an illegal attempt.

 

·         Punching the ball at the opposing team or at a match official is an illegal attempt

 

·         Illegal attempts are considered as unsportsmanlike and aggressive behaviour and the offending player will be ejected from the game and/or match.

 

o)     Leaving the court when Put Out:

 

·         Players shall immediately leave the playing area when put out or called out. Failure to leave the court immediately can result in forfeit of the game by the offending team.

 

·         Players must sit out in the order that they are called out and must re enter the game in the order called out i.e. first out first in. Players must remain seated in the player return area. Failure to do so may result in the game being forfeited by the offending team.

 

 

p)     Injuries

 

·         Play and time is suspended when a player is injured. The player must leave the court and cannot return till the following game. A substitute can be used.

 

·         Any player with a blood injury must leave the court immediately and dress the injury. Players must change uniform with blood on it – if no uniform is available any safeclothing can be used. If blood becomes present again the player must be substituted.

 

·         Play is continuous, there is no time allowed between games.

 

q)     Substitutions

 

·         Substitutes must meet the requirements of the game being played.

 

·         A substitute is allowed to enter only once per game.

 

·         Substitutions may only be made during a stop in play with the recognition of the Official.

 

r)       Returnees:

 

·         Players are allowed to return to the game from the ‘Player Return Area’ when their teammate catches a valid attempt from an opponent. The official will call the player back in.

 

·         The player that is allowed to return is the player that has been put out the longest time during that game. First out is first in.

 

·         Alcohol: The consumption of Alcohol is completely forbidden during the tournament hours. No player can play whilst under the influence of alcohol; if they do they will be immediately expelled from the tournament.

 

s)      Definitions

 

Ø  Attempt: The act of a team with possession of the ball trying to put out a member of the other team by throwing the ball at them.

 

Ø  Backcourt: A team’s Backcourt is the area of the court within approximately 6 feet of the back line and within a playable height, i.e. within reach of the team’s tallest player on court.

 

Ø  Blocked Ball: When a player uses a ball in their possession to block an incoming ball attempt. If the ball used to make the block is dropped on impact, the player is ruled out and the incoming ball is declared dead. The incoming ball is ‘dead’ at the moment it strikes the blocking ball.

 

Ø      Catch: The act of a player cleanly catching an attempt by the other team prior to the ball striking the ground or any other object natural or unatural to the playing area. The deliberate drop of a ball to catch a second ball is not prohibited. A catch is considered clean, i.e. a valid catch, when a player has full possession of the ball. The ball can be caught after it has struck the player that catches the ball, but for a catch to be clean no other player, ball, object, person or surface can be touched by the ball before the catching player has full possession.

 

Ø      Clothing: Players’ clothing counts as part of the body. If a thrown ball touches a player’s clothing, while it is still a live ball, that player is ‘Out’. All players MUST wear shirts/tops.

 

Ø      Dead ball’: Declaration by the official that an attempt has been nullified. A ball striking an official is a dead ball; a kicked ball is a dead ball. An attempt made before the official has started the game is also a dead ball. A ball thrown by a player who is out is a dead ball. The official shall make a verbal call declaring the ball dead.

 

Ø      The possession of the ball will change to the opposite team if a dead ball is called. The official shall continue the game by bouncing the ball towards the team who have gained possession, or by calling for the team in possession to roll the ball to the back of their opponent’s court.

 

Ø      Dead zone: The area at the centre of the court separating the two plating areas. Players stepping into the dead zone are out as if they have been struck by an attempt.

 

Ø      Driven Ball: A ball that the official deems has been delivered with force and intention. A driven ball may not be delivered intentionally to the head of any player.

 

Ø      Five seconds: A call by the official that the leading team has had possession of the majority of balls for more than 5 seconds prior to making an attempt. The official calls for the ball and bounces it into the opposite court and play continues.

 

Ø      Forfeit: A game forfeit occurs when a team fails to field the required number of players at the start of a game. A match forfeit occurs when a team fails to show up to play or fails to field the required number of players.

 

Ø      Head Shot: A ball that strikes the head of a player above the shoulders. This is a valid attempt and a player struck on the head is OUT, unless the referee believes it to be a deliberate Head Shot.

 

Ø      Hit: A successful attempt. After a hit on a player, the ball is ‘dead’ and no further hits or catches will count; the hit player must go to the ‘Player Return Area’.

 

 

Ø      Lines: The lines showing the boundaries of the court. The actual line is out of bounds. If any part of a player touches any boundary line, or any surface beyond the boundary line, either wall or floor, they are ‘Out’. The opposing team’s court is considered as being over the boundary line.

 

Ø      Official: Responsible for enforcing the rules and regulations of the game. All judgment calls of the official are final. An Official can be a Referee, Scorer, Line Judge, Coordinator or any UKDBA officer or the league/tournament organisers.

 

Ø      Overtime: In knockout tournament play, Overtime is played at the end of a game, when both teams have an equal amount of players on court at the end of the 2-minute game. All 6 players retake the court and the game restarts. The team that has the first player called ‘Out’ loses the game and has one point deducted from their score at 2-minutes, in that game.

 

Ø      ‘Play Ball’: Declaration by the official that a team must pick up a ball on their side of the court to make an attempt.

 

Ø      Player Return Area: The area on one side of the court beginning the centre where players in the current game retire when ‘out’ by an attempt. Players must sit in the order they where out until the game is over.

 

Ø      Referee: An Official who is responsible for enforcing the match rules during play.

 

Ø      Returnees: Allowing the return of players put out when a member of the same team catches an attempt of the other team before the attempt has struck the ground, wall or official.

 

Ø      Taunting: Verbally attacking the opposition and referees in an unsportsmanlike manner as determined by the official. Taunting is illegal; teams charged with taunting may forfeit the current game.

 

Ø      Team Interference: Interfering with the natural direction and/or speed of a live ball within the boundaries of the court, by a player who is not actively involved in the game, i.e. a player who is out, a team member not involved in the game or a spectator.

 

Ø      Team Possession: Begins when a ball is in play on that team’s side of the court and ends when a player on that team makes an attempt.

 

Ø      Throw: Another term for attempt.

 

COUNTY FIELD DAY - SUNDAY 6th APRIL 2008

EFFICIENCY WITH SAFETY COMPETITION

 

 

1.      ELIGIBILITY:  - A team shall consist of four members.  Two members of the team must be 21 years of age or under and two members must be 26 years of age or under on 1 September 2007 and full members of a Club affiliated to the NFYFC.  All competitors to hold either a full driving licence and/or tractor licence, which must be produced on the day of the competition.

 

 

Acceptable first aid certificates – At least one member of the team to hold a current First Aid Certificate of either The British Red Cross, St John Ambulance or an alternative nationally-recognised body (life from date of issue is three years).  A copy of the First Aid Certificate must be produced on the day of the competition.

 

 

      Competitors will be required to show their Membership Cards.  Failure to produce a card will result in a £5.00 penalty charge. Any member who is not a current paid up member of the Federation and who cannot produce a membership card at the start of the competition will not be allowed to compete.

 

 

2.      HEALTH AND SAFETY – All Competitions carried out at County level must comply with Health and Safety legislation and meet the relevant safety standards. 

 

 

3.      EQUIPMENT

            2 100 – 12-hp tractors

 

            1 Disc mower conditioner

 

1 Big square baler

 

 

            Please note:  Whilst Gwent Federation will do all in their power to provide the above equipment, it may be necessary to make substitution if the site provided by Coleg Gwent is not sufficiently large to enable the tasks to be carried out safely.

 

 

4.      PROCEDURE

 

The team shall appoint a leader who will undertake the duties of a foreman.

 

a)      TASK 1

 

·         Carry out daily checks on the telescopic loader.

 

·         Carry out a verbal risk assessment with judge on the given task. Including appropriate PPE for the task.

 

·         Attach the bale spike.

 

·         Stack safely 6 bales on the trailer for transport.

 

·         Hitch trailer onto back of telescopic.

 

·         Unhitch trailer.

 

·         Stack bales back on ground as directed.

 

·         Detach the bale spike and return spike and loader to position.

 

 

b)      TASK 2

 

·         Carry out daily checks on the tractor and mower.

 

·         Carry out a verbal risk assessment with judge on the given task. Including appropriate PPE for the task.

 

·         Attach the mower blades or conditioner tines as directed by the judge.

 

·         Move to the field.

 

·         Prepare the mower for work in the field.

 

·         Answer   questions from the judge about settings for field use and operation of the machine.

 

·         Run the machine.

 

·         Return to yard and detach mower and park tractor.

 

 

c)      TASK 3

 

·         Carry out daily checks on the tractor and baler.

 

·         Carry out verbal risk assessment with judge on the given task. Including appropriate PPE for the task.

 

·         Attach the baler to the tractor.

 

·         Install string as directed by the judge and feed correctly.

 

·         Prepare the baler for work in the field as directed by the judge.

 

·         Run the machine.

 

·         Return to yard and detach baler and park the tractor.

 

 

All competitors must take into account H&S at all times.

 

Correct personal protective equipment must be worn.

 

Safe start and stage stop procedures must be adhered to.

 

Competitors to provide their own tools.  All equipment must be returned to its original place after completion of task.

 

d)      FIRST-AID TASK

 

During the course of the practical exercise, a mock farm accident will be staged.  Teams will be informed when the accident happens; the Farm Foreman must then decide how which of his team members shall deal with and the situation.  It is expected that there will be by-standers who may be questioned regarding the accident.  The First Aid Judge will indicate when the casualty has been satisfactorily dealt with and when the member or members may recommence work.

 

       Knowledge of elementary First Aid is necessary, but in no case will competitors be expected to render assistance further than instructed in the Joint First Aid Manual of St. John Ambulance and The British Red Cross (available from WH Smith or other large bookshops).  The Highway Code and Farm Safety Regulations must be applied at all times.  If, in the opinion of the Judges, a competitor is undertaking a Task in a way likely to endanger them or others, the competitor will be stopped and the danger brought to his attention.  The competitor will be expected to correct the matter and then continue with the Task.

 

5.      TIMING - Thirty minutes will be allowed for completion of the tasks.

FENCE ERECTING COMPETITION

 

 

 

1.      ELIGIBILITY:  - A team shall consist of three members, one member shall be 21 years of age or under on 1 September 2007 and two members shall be 26 years of age or under  on 1 September 2007 and full members of a Club affiliated to the NFYFC.

 

 

      Competitors will be required to show their Membership Cards.  Failure to produce a card will result in a £5.00 penalty charge. Any member who is not a current paid up member of the Federation and who cannot produce a membership card at the start of the competition will not be allowed to compete.

 

 

2.      HEALTH AND SAFETY – All Competitions carried out at County level must comply with Health and Safety legislation and meet the relevant safety standards. 

 

 

3.      SUBSTITUTION – If two or more of the original team are unable to go forward to subsequent rounds, then the next highest placed team will represent Gwent at  Wales YFC Field Day. All substitutes must have been eligible to have competed in the County Final.

 

 

4.      PROCEDURE

 

a)     The team will be required to erect a straight length of approximately 16 meters of stock proof netting, to include a bridlepath wicket in the centre of the fence, a join in the netting is required at a point in the fence,(competitors own choice) a join in the barb is not required. Posts will be pointed .

 

b)     Only the materials supplied by the organisers to be used. (See list of materials below and diagram at end).

 

c)     Hand tools only will be allowed and the teams themselves must provide these.  No powered tools or chain saws are allowed.

 

d)     Gate furniture not to be fitted before the start of competition.

 

e)     Competitors are not allowed to shorten any of the posts.

 

f)        Water is allowed.

 

g)     The Judge reserves the right to inspect any strut following completion of the task.
